An Indonesian woman has given birth to an 8.7-kilogramme (19.2-pound) baby boy, the heaviest newborn ever recorded in the country, a doctor said. Papas star 'slept with daughter'

The daughter of John Phillips, leader of 1960s group the Mamas and the Papas, has claimed she had a 10-year sexual relationship with her late father. Phillips sets out her claims in a memoir entitled High on Arrival-- Mackenzie Phillips, a former child TV star, alleges the consensual incest - disclosed in her recently published memoir - began in 1979 when she was 19. Speaking on The Oprah Winfrey Show, she said the relationship was a "betrayal". Phillips' claims have been disputed by Genevieve Waite, her father's wife at the time of the alleged abuse. In a statement read out by Winfrey, she said John Phillips was "incapable, no matter how drunk or drugged he was, of having such a relationship with his own child." Mackenzie Phillips starred in 1970s sitcom One Day at a Time and appeared in George Lucas's 1973 film American Graffiti. The 49-year-old has a long history of drug abuse and was arrested for possession of cocaine and heroin last year. 'Abuse of power' In her book, entitled High on Arrival, she alleges she first had sexual intercourse with her father on the night before she was to be married to a member of the Rolling Stones' entourage. "I woke up that night from a blackout to find myself having sex with my own father," she writes. Phillips claims the sexual relationship lasted a decade and ended when she became pregnant. John Phillips (left) died of heart failure in 2001 at the age of 65- She was unsure who had fathered the child and claims to have had an abortion paid for by her father. "I never let him touch me again," she told Winfrey, calling the alleged incest "an abuse of power". But she said she forgave her father on his deathbed in 2001, describing him as "very tortured man". John Phillips married four times, having Mackenzie - his oldest daughter - with his first wife Susan Adams. He formed the Mamas and the Papas with his second wife Michelle, whom he divorced in 1970. In a statement, Michelle Phillips said her stepdaughter's public disclosure was "an unfortunate circumstance" and "very hurtful for our entire family". One of the most popular bands of the 1960s, the Mamas and the Papas are best known for their hits California Dreamin' and Monday, Monday. Mackenzie Phillips' half-sister Chynna had pop success with 1990s group Wilson Phillips.

Police fined £40,000 for shooting

Keith Tilbury suffered serious damage to his lungs, kidneys and bowel- Thames Valley Police has been fined £40,000 for breaching health and safety laws when a civilian worker was accidentally shot. Pc David Micklethwaite, 52, shot control room employee Keith Tilbury, 57, during a firearms awareness course in Oxfordshire on 30 May 2007. The police force and Pc Micklethwaite pleaded guilty to offences under the 1974 Health and Safety Act. Pc Micklethwaite was fined £8,000 and ordered to pay £8,000 in costs. Thames Valley Police was ordered to pay £25,000 in costs. It was revealed at Southwark Crown Court that Pc Micklethewaite had failed a gun training course, but was allowed to continue working. He mistakenly loaded a Magnum revolver with live ammunition which was kept in an old Quality Street tin. Mr Tilbury was shot with this Magnum revolver- The judge said this practice was a "disaster waiting to happen". Pc Micklethwaite was accused of "engaging in the pointing of weapons and the pulling of a trigger during role-play in the classroom", "failing to examine or check the round of ammunition" and discharging the gun "while inadvertently pointing the weapon at Keith Tilbury". Mr Tilbury, a control room employee for Thames Valley Police Authority, was shot in the stomach at point-blank range while he was listening to a lecture alongside 10 colleagues at the force's Police Headquarters North in Kidlington. He suffered serious damage to his lungs, kidneys and bowel and spent two weeks in intensive care. Mr Tilbury has told the BBC he is unlikely to return to work. Deputy Chief Constable Francis Habgood, Thames Valley Police, said: "We accept the sentence passed down by the court today. "A decision will now be taken as to whether PC Micklethwaite will face internal disciplinary proceedings into his conduct on the day of the shooting. "I can reassure everybody that we have changed our procedures and were recently described as a model force on firearms training issues by an independent review."

Obama to push nuclear disarmament

The Shit On A Stick US President Barack Obama is to call for an end to nuclear arms and the spread of the technology behind them, at an historic UN session. In the first security council meeting chaired by the US, Mr Obama will present a resolution seeking "a world without nuclear weapons". The meeting comes a day after Mr Obama's debut UN speech, in which he warned of a nuclear arms race. It also comes amid growing concerns over Iran's nuclear ambitions. The draft resolution reaffirms the council's commitment "to seek a safer world for all and to create the conditions for a world without nuclear weapons," the Associated Press reported. It does not specifically mention countries by name, such as North Korea and Iran, but reaffirms previous Security Council resolutions relating to their nuclear plans. Iran's nuclear programme has been criticised by the US and five nations who are set to hold talks next week. Iran says its nuclear ambitions are for peaceful energy purposes, but others fear it is developing weapons. Also on Thursday, a UN conference on a 1996 treaty banning nuclear bomb tests will begin with a speech by US Secretary of State Hillary Clinton. Her appearance is the first US participation at the biannual conference since 1999 when the US Senate refused to ratify the treaty. On Wednesday, the first day of the United Nations General Assembly, Iran's plans came under fire. French President Nicolas Sarkozy said Iranian leaders were "making a tragic mistake" if they thought the international community would not respond. UK Prime Minister Gordon Brown warned Iran - and North Korea - that the world would be even tougher on proliferation. In his speech on Wednesday, President Obama said: "For decades, we averted disaster, even under the shadow of a super-power stand-off. But today, the threat of proliferation is growing in scope and complexity. "If we fail to act, we will invite nuclear arms races in every region, and the prospect of wars and acts of terror on a scale that we can hardly imagine." Russian President Dmitry Medvedev signalled that Moscow might be prepared to soften its opposition to sanctions against Iran over its nuclear plans. But the Chinese foreign ministry has said that increasing pressure on Iran would not be effective. In his speech, Iranian President Mahmoud Ahmadinejad spoke of countries which undermined the development of other nations under the pretext of preventing arms proliferation. Nude Germans want right to roam

Germany is traditionally tolerant of nudity, but a plan to give naked ramblers their own wilderness path is still some way from the sunny uplands. A campsite manager, Heinz Ludwig, aims to establish Germany's first official naked ramblers' footpath - an 18km (11-mile) route in the Harz Mountains. "But some people are against - it is not directly supported by the community," he told BBC News. "I want people to calm down, then we'll try again next year." But he says fans of Freikoerperkultur - Free Body Culture, or FKK for short - have expressed support for the scheme. It would attract naturists to the Wippra and Dankerode areas, in the central German mountain range. Fully-clothed walkers would be free to use the path, too. "It's a secluded area, away from traffic," Mr Ludwig said. "In the GDR [former communist East Germany] people used to bathe there, too." He says some keen naturists have already tested the trail. The plan is to open it officially next May. A sign has been put up warning those averse to naturism that they might prefer to go elsewhere. "If you don't want to see people with nothing on then you should refrain from moving on," it reads. Broadband Tax-Taxing The Net

A controversial broadband tax should be law before the next election, according to Minister for Digital Britain Stephen Timms. The 50 pence a month tax will apply to everyone with a fixed line telephone. Speaking at a debate in London, Mr Timms said the tax will be presented to parliament as part of the Finance Bill. But the Tory MP John Whittingdale said the tax, which could raise up to £175m a year to fund high speed networks, would be opposed by the Conservatives. "I'm confident the Conservative party will oppose it. I object to it on the basis that it is another tax and is aimed at people who are using old technology," said Mr Whittingdale, who is also chair of the DCMS (Department for Culture, Media and Sport) select committee. Speaking at a debate organised by The BCS Chartered Institute for IT (formerly the British Computer Society), Mr Timms reiterated the government's commitment to the levy and the other recommendations of Lord Carter's Digital Britain report. "We want to make high speed networks nationally available. The next-generation fund will help that and we will legislate for it this side of a general election," he said.-No derailment-He told BBC News that the other recommendations of the Digital Britain report would "be built on" in the Digital Economy Bill, which will be presented to parliament in November. There have been concerns in recent months that the Digital Britain report, which was unveiled in June, has been derailed. Business Secretary, Lord Mandelson, has intervened to beef up the government policy on illegal file-sharing, which could include removing persistent offenders from the net. Mr Timms denied the report had been sidelined. "Nothing has been derailed.
